Background Information


According to the "Marine Turtle Protection Act," the Department of Environmental Protection has the authority and resources to protect the following species of marine turtles:  Atlantic loggerhead turtle (Caretta caretta caretta), Atlantic green turtle (Chelonis mydas mydas), Leatherback turtle (Dermochelys coriacea),  Atlantic hawksbill turtle (Eretmochelys imbricata imbricata), and Atlantic ridley turtle (Lepidochelys kempi).  In particular, "unless otherwise provided by the federal Endangered Species Act or its implementing regulations, no person, firm, or corporation may take, kill, disturb, mutilate, molest, harass, or destroy any marine turtle."   Four of these types of turtles nest along Volusia County beaches:  Loggerhead, Leatherback, Ridley, and Green turtle. Turtle Nests were on the fall in 1995 (211) and 1997 (187), but rose in 1996 (261) and again through August, 1998 (262).

Currently, our community is embroiled in a controversy over protecting nesting sea turtles, their nests and the disorientation experienced by both nesting female turtles and hatchlings by light pollution from local businesses and street lights versus concerns for human safety and beach access. Volusia has developed a Beach Habitat Conservation Plan.  Throughout the 36 miles of Volusia County shoreline, approximately 50% no longer permit the driving of cars.  Sixty-eight street lights along north A1A were fitted with amber acyclic lens or amber lens shields.  Local businesses along A1A have been instructed to no longer allow direct lighting to hit the beach.  Those lights must be blackened, shielded or dimmed so as to not disorient the hatchlings causing them migrate away from the beach, towards the road.  By the next nesting season all ocean front windows will need tinting to adhere to the new lighting ordinance and all flashlights carried by people walking on the beach at night will have to be filtered.

why is is a problem

Although artificial light fields may appear very bright to an observer close to the light source. They are less intense than natural sources. These stimuli override turtle tendencies to orient towards the sea.  Some sources illuminate mists and clouds creating urban glow which can also distract turtles.  The turtles tend to orient themselves towards the brightest direction when they emerge from the nest; normally this is in the direction of the odean, but in urban areas, it will be towards the city's glow. The major problem is not just the hatchlings being misguided but the mother turtles' tendency to avoid brighter beaches and could therefore nest in less favorable conditions or even drop them into the ocean.

While most light sources are disruptive to turtles, others have been found to be less hazardous. Low pressure sodium vapor lights that emit a monochromatic yellow light (frequency ?) are not distracting.  It has also been found that incandescent lights, tinted yellow or red, are also less likely to atttract turtles.   And while standard incandescent lights pose significant problems, their effect can at least be minimized through the use of shielding techniques, which counteract the production of "uplighting" and the resulting urban glow.  Pedestrians with flashlights have also proven to be aprticularly detrimental to the sea turtles' orientation.

One possible approach to this problem would be to consruct an instrument that can meausre is capable of measuring the amouint of ambient light/ directional lighting/ background light on a  beach.

Low pressure sodium vapor lights, for example, that emit a monochromatic yellow light (550nm) are not distracting.  Incandescent light, tinted red or yellow, are are also less likely to interfere with turtle nesting. 


Color Vision
Humans view color thru three cones.  These have peak sensitivities of 420nm,
535nm, and 565nm.  Most people have all three of these cones, and are called
trichromats, those lacking 1 cone are called dichromats (usually referred to
as color blind), and rare individuals who have no color vision are called
monochromats.  Monochromats can only distinguish lights by their brightness,
while dichromats can distinguish light by brightness and any colors that are
viewable within their 2 cone's ranges.  A trichromat can view lights by both
brightness and colors within their range (this range is the normal color range
for humans).  However even a trichromat can not destinguish between certain
lights.  Theoretically there could be tetrachromats, pentrachromats, etc.
Because of this all Humans don't even have the same color vision, so it is
very likely that Turtles could have a different vision range also.
However, for each type of vision the brightness of the light is
destinguishable, so the general area that we should be trying to fix is the
brightness of lights reaching the beach.  However if we can find out what kind
of vision turtles have (and it is either dichromat, or monochromat), we could
design a light that would not show up as well to them, while still show up
fine to us.

Turtle are very sensitive to bright luminescence especially in the green to
violet spectrum.  In spite of the fact that turtles are less attracted to deep
red or yellow lights many area contain such a large quantity of lights that
the turtles, who are have nocturnal nesting habits, refuse to nest because
they believe that it is day time.

 

The eyes of sea turtles provide them with good underwater vision, but are less useful
above the water’s surface where they give the turtle a near-sighted view of
the world. There is a gland near the eye that releases excess salt and fluids
in order to keep the eyes moist when females are on land and also to help the
turtle rid itself of the salt it ingests when drinking sea water.

The studies have proposed the specific synaptic circuitry responsible for
color processing in turtle retina. The cell were first characterize
electrophysiologically and it's center surrounded by inhibitory region. This
region response to the color activities of Turtle about the stuff that they
can see. Their color coded center was surrounded by red sensitive surrounding
. so this pattern shows that they are attractive toward the light red color.
Synaptic circulatory system is responsible for the color opponent signal
processing in the inner retina of the turtle which makes them see stuff.
Retinal disparity is the fact that two images fall on the different places of
the retina of each eye. However, the nasal portion in retina interpolate as
the difference in depth. Deuternopoles vision turtle have difficulty in
discriminating between red, orange and yellow. Tritanopes vision turtle have a
trouble with blue and yellow color. The logo style of the turtle  is inherited
for the graphical interpretation of L system. Also, turtle Cove is a co-
creative group of process that will birth the power and spirit of place in
their eyes.

Low-pressure sodium vapor (LPS) lighting (minimally disruptive).-- LPS is by far
the least disruptive light source among those commonly used. LPS sources emit
a light that is pure (monochromatic) yellow, a region of the spectrum that is
only weakly attractive or even aversive (at higher intensities for loggerheads
only) to orienting hatchlings. Because LPS sources have poor color rendition,
they are used principally for outdoor applications.

Red light-emitting diode (LED) lighting (minimally disruptive).-- LEDs are miniature lamps
that are not commonly used outdoors. In the future, LEDs may be used to a greater extent as
sign lighting and pathway lighting. Red LEDs come close to being ideal for use
near sea turtle nesting beaches. Red LEDs emit a pure-red light that does not
vary in color over the life of the lamp, and because they are small, they
light only a limited area. They are easy to hide from the beach and have a
very long life. Green and amber LEDs are marketed but are much less preferred than red.

Neon tubes (minimally disruptive).-- True neon tubes (not tinted tubes) are a pure-red light source.
At present, neon is used almost exclusively for decorative purposes. Neon
tubes can be difficult to shield, but their color makes them minimally
disruptive. Potential applications include pathway and ground-level lighting.

If hand-held lighting is to be used, deep-red filters should be fastened over the lens of the source. Red
light appears much brighter to humans than it does to sea turtles and does not
degrade the night vision of people using it.

 

Nesting occurs from May through August. Close drapes or blinds after dark. Use
25 watt yellow-bug lights where exterior lighting is necessary. Color-
tinted incandescent lighting (yellow and red) (minimally to moderately
disruptive).-- Yellow or amber incandescent light bulbs (bug lights) are
generally only weakly attractive to hatchlings for the same reason that they
attract few insects -- they emit little short-wavelength light. Although they
are minimally disruptive for the most part, bug lights can interfere with sea-
finding if they are numerous, of high wattage, or close to the nesting beach.
Red-tinted incandescent sources are more variable in color than bug lights.
Some red sources can turn purple or pinkish over time (an indication of
greater short-wavelength emission) and become more attractive to
hatchlings.

light may reach the beach indirectly by reflecting
off buildings or trees that are visible from the beach. Bright or numerous
sources, especially those directed upward, will illuminate sea mist and low
clouds, creating a distinct glow visible from the beach. This "urban skyglow"
is common over brightly lighted areas. Although some indirect lighting may be
perceived as nonpoint-source light pollution, contributing light sources can
be readily identified and include sources that are poorly directed or are
directed upward. Indirect lighting can originate far from the beach. Although
most of the light that sea turtles can detect can also be seen by humans,
observers should realize that some sources, particularly those emitting near-
ultraviolet and violet light (e.g., bug-zapper lights, white electric-
discharge lighting) will appear brighter to sea turtles than to humans. A
human is also considerably taller than a hatchling; however, an observer on
the dry beach who crouches to the level of a hatchling may miss some lighting
that will affect turtles. Because of the way that some lights are partially
hidden by the dune, a standing observer is more likely to see light that is
visible to hatchlings and nesting turtles in the swash zone.

As you all know that laws are important to everyone whether it's made for
humans or the animals. According to the ESA act which was passed by the
Senator Gorton, eliminate all the protection provide to endangered species. I
think that is sad because then the thousands of incident animals will die due
to the special interest in industrial growthment. However, many bills have
been pass in order of welfare of these species. Proclamation 5030 which was
dated on March 10, 1983 dismantles all the Endangered species Act. This law
provide the Turtle a protection from the fishing boats and the Exploration
projects.

The Clinton Administration also made some laws to help Turtle and other
endangered species.  His administration was effective in making the World
Trade Organization rules which will protect endangered sea turtles from
drowning in shrimp net. His administration also made the laws which would
consider paying reparations to nations that continue to kill sea turtles,
instead of standing up to these renegade countries. I think that this
particular law is effective in order to save our endangered species like
Turtle from getting drowned or killed.

Also, many other laws had been made to protect Turtle and other endangered
species. Nevertheless, every city and state have different ways to proceed the
laws. According to (S.768) no one is allowed to posses more than one box
turtle. The laws said that it is illegal to buy, sell, or possess Turtle or
any other animal. Due to non game laws it is illegal to capture or possess
Turtle or any other animal. I think that this law will give the message to the
people and tell them about the seriousness of the government in the matter of
Turtle.

The hunting license was the most important thing that the government did in
order to save the Turtles from getting killed. A hunting license did the huge
favor to the Turtle because now it is necessary to take no more than five
specimens in anyone's possession. The most incredible thing about this law is
that it will protect the animals from hunting, harassing, trapping or taken
for sailing. Also, the most interesting is the Residents can take up to five
live animals for personal use, but not sold or given away. Due to the
violations government also required permit for collecting animals for
experimenting. This is effective because now under any circumstances you are
not allowed to sell any Endangered species without permit. The also describe
that you are not allowed to transport, possess, barter or trade these species
for internal profit.
